Breaking 2017 NC Marketplace news!

Based on information just released by the North Carolina Department of insurance, we have learned some brand new information for plan year 2017 on the North Carolina Marketplace.

Highlights:

BCBS-NC is requesting a rate increase on average of 18.8%. Currently, BCBS-NC has filed for all 100 counties in North Carolina, but final decision will be made at a later date.

Aetna/Coventry is requesting a rate increase on average of 24.5%

CIGNA will be participating in 6 counties in the Raleigh/Durham metro area (confirming what we reported earlier). In addition, CIGNA is requesting a rate increase on average of 7% for plans sold off marketplace in North Carolina – this will affect approximately 1265 policyholders in NC.

Humana is withdrawing all individual products effective December 31, 2016.

According to a recent article by WFAE, the Charlotte NC NPR affiliate, we have learned that CIGNA may be entering the North Carolina health insurance marketplace for 2017! This is great news for North Carolina residents. We must note, however, that according to the article, CIGNA exchange plan offerings may only be available in the Raleigh Durham area. We expect confirmation of these details in the coming days from the NC Department of Insurance. Great news for Georgia health insurance consumers today! Per a CMS news release today, we have learned that for 2015, switching plans resulted in significant savings for Marketplace consumers, including Georgia residents!Switch Plans North Carolina health insurance

Full-year enrollees saved nearly $400 on premiums after tax credits for the same level of coverage in 2015
Health and Human Services Secretary Sylvia M. Burwell announced today the findings of a new report that shows that consumers who reenrolled in the Health Insurance Marketplace last year and who switched to a plan with the same level of coverage saved nearly $33 per month after tax credits, or almost $400 annually, relative to what they would have paid had they remained in the same plan as in 2014. Those who also switched issuers within the same level of coverage were able to save $41 per month, or over $490 annually after tax credits.

Today’s report shows Marketplace consumers were active shoppers last year, with about one third (31 percent) of re-enrollees from 2014 switching to a new plan for 2015.

During Open Enrollment in the Marketplace this coming year, if all consumers switched from their current plan to the lowest-cost premium plan in the same metal level, consumers could save an average of $610 annually before tax credits and the total savings – to consumers and taxpayers (in premiums and tax credits) – would be more than $4 billion. For 2016, more than 8 in 10 current Marketplace enrollees can find a lower premium plan in the same metal level before tax credits by returning to shop. Last year, HHS projected that if all returning consumers who bought a silver plan in 2014 switched to the lowest-cost silver plan in 2015, they would have saved an average of $492 annually. If all returning consumers had switched to the lowest-cost plan within their metal level, across all metal levels, the total savings in premiums would have been over $2 billion before tax credits.

“Our message to returning Marketplace customers is simple: Shopping may save you money,” Burwell said. “Consumers who visited HealthCare.gov last year to comparison shop for the best plan saved almost $400 a year in premiums for the same level of coverage, and we expect people to be able to find similar deals for 2016. Consumers can visit HealthCare.gov today to preview plans in their area before Open Enrollment begins on November 1.”

Today’s findings underscore that the Marketplace offers a competitive insurance market from which consumers can choose affordable health plans based on their specific needs and budget. It also shows that consumers using HealthCare.gov are smart shoppers, who pay close attention to plan costs when making selections.

According to the report, historical estimates of plan switching among enrollees in employer sponsored insurance (2.8 percent), the Federal Employee Health Benefits Program (12 percent) and Medicare Drug Plans (13 percent) are low compared to Marketplace consumers.

Today’s report also finds that more consumers switched issuers than metal level, suggesting they preferred to keep the same level of coverage. Specifically, 57 percent of switchers changed issuers in 2015, while only 38 percent changed metal level.

(Health insurance plans on the Marketplace are classified by metal level, which range from bronze, with the lowest premiums but the highest deductibles and co-pays, to platinum with the highest premiums and lowest deductibles and co-pays.)

HealthCare.gov offers detailed information about each health insurance plan sold in an area, including out-of-pocket costs, customer service and more. Consumers can visit the 2016 health insurance plans and prices tool on HealthCare.gov and use the new total yearly out-of-pocket cost estimator to learn more about their specific costs.

Finally, the report confirms the popularity of silver plans. Among reenrolling consumers with 2014 silver level plans, the majority (91 percent) stayed in silver plans in 2015. Enrollment in silver level plans is much higher than other metal level plans—69 percent of enrollees chose a silver plan in 2014. Silver plans appeal to many consumers because, generally, eligible consumers must enroll in a silver plan in order to apply their cost-sharing reduction (approximately 85 percent of silver enrollees in states using the HealthCare.gov platform received cost-sharing reductions in 2015).

The 10 states with the highest annual savings from switching were: Florida, Texas, North Carolina, New Jersey, Pennsylvania, Wisconsin, Louisiana, Arizona, Indiana and Georgia.

Open Enrollment in the Health Insurance Marketplace starts on November 1, 2015 and runs through January 31, 2016. Sign up by December 15 to have coverage that starts January 1. Any Major Life Changes? Check Your Subsidy.

If you’ve had a major life change this year, your eligibility for a subsidy (also called financial
assistance or Advanced Premium Tax Credit) or the amount you receive now may change for 2016.
Major life changes include:

  • Moving
  • Changing jobs
  • Adding to your family

Each of these events could impact your subsidy eligibility.

This means if you didn’t qualify for a subsidy this year, you might be eligible for one in 2016. If
you currently receive a subsidy, be prepared to verify your information to ensure the amount you
receive in 2016 will be correct. You can verify starting November 1.

Carolinas HealthCare – Network marketplace plans 2016

For North Carolina residents in the Charlotte metro area, and surrounding counties, it is very important to pay close attention to networks when searching for an individual health insurance plan for 2016. Carolina HealthCare Network marketplace plans for 2016 information was recently published on the CHC website, which we found to be valuable for North Carolina residents. Of course, you can search ALL North Carolina marketplace plans on our plan finder by CLICKING HERE.

For purposes of this entry, we consider metro Charlotte (NC and SC) to include the following counties: Anson, Cabarrus, Cleveland, Gaston, Lincoln, Mecklenburg, Stanly and Union in North Carolina; Lancaster and York in South Carolina.

For those in the Charlotte Metro area, be aware of some important changes when selecting an individual health insurance plan for 2016:

CoventryOne-Carolinas HealthCare System individual health insurance plans are no longer sold in North or South Carolina. If you have one of these plans currently, you will automatically be enrolled in a similar Aetna Leap-Carolinas HealthCare System plan.
Blue Advantage, Blue Select and Multi-State individual health insurance plans from Blue Cross and Blue Shield of North Carolina are no longer sold in most of the Charlotte area. You may be automatically enrolled in a different plan, but there’s a chance your out-of-pocket costs could go up.

UPDATE – October 2015 – We have learned that Humana has made the decision to NOT offer plans on the North Carolina marketplace for 2016.

 

Beginning in November, many NC residents will be able to enroll in a Humana 2016 North Carolina health plan available through the health insurance marketplace! As we reported earlier, Humana 2016 North Carolina health plans will be available in the Charlotte and Winston Salem metro areas. However, we also recently learned that Humana plans will be available in certain areas of Eastern North Carolina as well!

Today we will take a moment to break down what we know so far regarding Humana 2016 North Carolina health plans!

Humana 2016 North Carolina health plans: Charlotte / Winston Salem

Based on preliminary filing information with the NCDOI, it appears Humana 2016 North Carolina health plans will be available in the Charlotte & Winston Salem metro areas, inclusive of the following counties: Forsyth, Davidson, Rowan, Mecklenburg. These Humana plans will use the PPOx network platform, which is attached to the Novant Health System hospital network, according to our sources. It is our understanding that the PPOx network platform currently DOES NOT INCLUDE Carolinas Health Care system.

According to Humana, the PPOx network currently has over 2700 providers in the Charlotte/Winston Salem metro areas and also currently provides access CVS minute clinics and to a nationwide prescription network! Of course, always verify network status of any provider prior to scheduling an appointment! As we learned last year with United Healthcare and Carolinas Health Care, NETWORKS DO CHANGE!

Humana 2016 North Carolina health plans: Eastern North Carolina

UPDATE 9/22/2015: We have been told this morning by a regional Humana source, that the ChoiceCare network will NOT be offered in conjunction with ON MARKETPLACE Humana plans for 2016 in other states. This conflicts with previous information from Humana indicating that the ChoiceCare network will be used for Eastern North Carolina 2016 Marketplace plans. We will update as more information becomes available. 

Based on preliminary filing information with the NCDOI, it appears Humana 2016 North Carolina health plans will also be available in select Eastern North Carolina counties, including: Camden, Carteret, Craven, Carrituck, Dare, Lenoir county, Pasquatank, and Perquimans county.

Eastern NC Humana 2016 plans, according to our sources, will be based around the ChoiceCare PPO network. Click HERE to search the ChoiceCare network.

North Carolina: Requested 2016 weighted avg. rate hikes: 27.0% (ouch)

IMPORTANT: See this detailed explanation of how I’ve come up with the following estimated maximum requested weighted average rate increases for this state. As explained in the first link above, I’ve still been able to piece together rough estimates of the maximum possible and mid-range requested average rate increase for the North Carolina individual market: BCBS of NC had previously requested an already-ugly 25.7% average rate hike, but has now asked to bump that up even more, to 34.6% overall.

As reported in the news late last week, Blue Cross Blue Shield of North Carolina recently requested an adjustment to their 2016 rate increase for North Carolina health plans sold on the health insurance marketplace. As we reported in June, Blue Cross Blue Shield of North Carolina (BCBS-NC) originally proposed a 25.7% rate hike for marketplace plans in 2016. However, BCBS-NC recently announced on their website, that the requested rate increase would be revised based on two main factors:

“Early on, industry and government officials counted on two assumptions: A healthier mix of customers in the second year (2015), and a leveling-out of medical spending this year following a surge in demand for the initial year. We now have enough data to know that both of these assumptions have not proven true.”

In addition, BCBS-NC also announced that they would discontinue the wider network PPO plans in 16 North Carolina counties for 2016: “In keeping with this approach, we will no longer offer Blue Advantage and Blue Select plans in the counties in the Charlotte, Raleigh and Durham markets.”

It is important to note, that in the Charlotte, Raleigh and Durham markets, BCBS-NC has experienced increased competition from United Healthcare and Coventry/Aetna – and Humana is expected to begin offering marketplace plans in these metro areas for 2016 as we previously reported. Of course, the Blue Cross Blue Shield NC rate increase request of 36.4% is still subject to regulatory review, and may not be approved by the North Carolina Department of Insurance. Stay tuned to NChealthconnector.org for breaking North Carolina health insurance news!

Quick Tuesday Humana North Carolina update:

According to our sources, Humana will be offering 2016 North Carolina health insurance plans thru the health insurance marketplace in 2 metro areas: Charlotte and Winston Salem.

We believe Humana may provide a viable alternative for Charlotte area residents who may have experienced network issues in 2015. Humana may also provide a viable alternative for North Carolina residents experiencing big rate hikes in 2016.
